Horse Welfare in Alberta

June 04 ... The majority of Alberta SPCA founded and unfounded complaints are horse related. This pattern has been consistent for several years. It was agreed at the Alberta Livestock Protection Network (ALPN) meeting to fix this. The Horse Welfare in Alberta report details the issues, types of problems, statistics and provides recommendations for action.

Horses are more visible than many other types of livestock and the general public is more likely to look at a horse in a field and form opinions. However, the report notes, a level of ignorance exists amongst some horse owners that cannot be ignored.

The report also notes:

  • The biggest challenge is reaching horse owners that may be the subject of complaints;
  • Standards for horse care are not clear regarding shelter and use of snow as a water source;
  • Additional enforcement tools, like ticketing/fines, may enable agencies to address care concerns more promptly.
